If Cyber warfare is now going to be considered by the US government and military as another form of war then can and will they launch pre emptive strikes using physical military force against those planning to attack them through cyber space?

And what proof do they need or can they provide?

Pentagon Sets Stage for U.S. to Respond to Computer Sabotage With Military Force

WASHINGTON—The Pentagon has concluded that computer sabotage coming from another country can constitute an act of war, a finding that for the first time opens the door for the U.S. to respond using traditional military force.

The Pentagon's first formal cyber strategy, unclassified portions of which are expected to become public next month, represents an early attempt to grapple with a changing world in which a hacker could pose as significant a threat to U.S. nuclear reactors, subways or pipelines as a hostile country's military.

In part, the Pentagon intends its plan as a warning to potential adversaries of the consequences of attacking the U.S. in this way. "If you shut down our power grid, maybe we will put a missile down one of your smokestacks," said a military official.

Former SAS soldiers and other western employees of private security companies are helping Nato identify targets in the Libyan port city of Misrata, the scene of heavy fighting between Gaddafi's forces and rebels, well-placed sources have told the Guardian.

Special forces veterans are passing details of the locations and movements of Muammar Gaddafi's forces to the Naples headquarters of Lieutenant General Charles Bouchard, Canadian commander of Nato forces, the sources said.

The targets are then verified by spy planes and US Predator drones. "One piece of human intelligence is not enough," a source said.

The former soldiers are there with the blessing of Britain, France and other Nato countries, which have supplied them with communications equipment. They are likely to be providing information for the pilots of British and French attack helicopters, who are expected to start firing at targets in and around Misrata this week.

The Ministry of Defence insisted it had no combat forces on the ground. The only MoD personnel were in Benghazi, it added, referring to about 10 military advisers and mentors the UK has sent there. William Hague, the foreign secretary, described the advisers as "experienced military officers", and said they would advise the rebels on intelligence gathering, logistics and communications.

Obama and the leaders of France and Britain earlier on Friday published a joint newspaper article pledging to continue the military campaign until Gaddafi leaves power, effectively making regime change the officially-stated aim of their air war.

"I didn't expect that in three weeks, suddenly as a consequence of an air campaign, that Gaddafi would necessarily be gone," Obama said in an interview with the Associated Press.

He said the mission had succeeded in stopping large-scale civilian casualties, especially in the rebel-held city of Benghazi, and would eventually succeed in ousting Gaddafi.

"My expectation is that if we continue to apply that pressure and continue to protect civilians, which NATO is doing very capably, then I think over the long term Gaddafi will go and we will be successful."

Barack Obama, David Cameron and Nicolas Sarkozy have issued a joint article on the Libya crisis.

"Together with our Nato allies and coalition partners, the United States, France and Britain have been united at the UN Security Council, as well as the following Paris Conference, in building a broad-based coalition to respond to the crisis in Libya. We are equally united on what needs to happen in order to end it.

"Even as we continue military operations today to protect civilians in Libya, we are determined to look to the future. We are convinced that better times lie ahead for the people of Libya, and a pathway can be forged to achieve just that.

"We must never forget the reasons why the international community was obliged to act in the first place. As Libya descended into chaos with Colonel Gaddafi attacking his own people, the Arab League called for action.

"The Libyan opposition called for help. And the people of Libya looked to the world in their hour of need. In an historic Resolution, the United Nations Security Council authorised all necessary measures to protect the people of Libya from the attacks upon them.

When asked about troops on the ground and other limitations to the mission, Mr Cameron insisted that the terms of the UN resolution are very clear and that no occupying force would enter Libya and that regime change is purely a matter for the Libyan people.

Mr Cameron appeased the backbenchers with promises to report to the house on developments and debate the issues involved, but repeatedly stated “this is not the same as Iraq” and that clear objectives and authority are in place for intervention in Libya.

The London conference will bring the international community together to support Libya’s transition from violent dictatorship and to help create the conditions where the people of Libya can choose their own future.

In the words of the Arab League resolution, the current regime has completely lost its legitimacy. Qadhafi must therefore go immediately.

Not sure if anyone with even a tenth of a brain believed that the western governments and corporations were actually concerned about the people of Libya. We have seen and heard it all before but this time it was an interesting approach to Regime Change in Libya.

You wondered what the 'No Fly Zone' was all about and how they were going to use it. The obvious answer was to try to assassinate Colonel Gaddafi. Amazing how their first attempt was timed to be the day before the 'Bin Laden is dead' raid. A Weapon of Mass Distraction to deflect what was supposed to be the accidental death of Colonel Gaddafi?

And what is the war on Libya about?

Oil?

The at least $40 billion that Colonel Gaddafi has abroad in bank accounts? That they were not bothered about before but then froze and are now unfreezing to use for themselves.

The introduction of a Gold Dinar for trading oil with instead of the almighty Dollar?

Democracy? Lol.

An don't forget it is not a Regime Change as that is totally illegal around the world.
